Santa Cruz Bay and the wharf fish very differently than East Coast waters, so a quick reality check helps: striped bass are the real local star here, migrating through the bay from late spring into fall and holding near structure and kelp edges. Species like bluefish, fluke, tautog, weakfish, and kingfish are Atlantic fish not typically found in Monterey Bay, so set those expectations aside. Black sea bass do exist in California but are a protected rockfish relative, off-limits to harvest. What you will find alongside stripers includes lingcod, cabezon, various rockfish, jacksmelt, and halibut — a genuinely productive mixed bag.

For stripers, focus on the wharf pilings, the surf edges, and the sandy transition zones where baitfish concentrate. Fish moving tides — the hour before and after the turn produces best. Anchovies and sardines fished live or cut are consistently effective, while swimbaits and Berkley Gulp curly tails work well for halibut on the bottom. Cold upwelling suppresses surface activity, so when water temps drop, go deeper and slow your presentation. Onshore winds push bait into the bay and trigger feeding, making those days worth prioritizing.
