The Merrimack River mouth and Plum Island Sound offer some of New England's most varied inshore fishing. Striped bass are the anchor species, moving through from spring into fall with the largest fish often appearing during the late-spring herring runs that flood the river. Bluefish arrive in summer and can turn the mouth into a frenzy. Fluke settle onto the sandy flats off Plum Island through the warmer months, while black sea bass hold on nearshore rocky structure. Tautog favor the jetties and rip-rap early and late in the season when water cools. Weakfish appear occasionally during warm-water years, and kingfish show up in the surf and shallow sandy edges mid-summer.

Tides do most of the work here. Fish the outgoing tide hard at the river mouth, where baitfish funnel through the channel edges and stripers and blues stack up to ambush them. Soft plastics on jig heads, bucktails, and live eels work well for bass in the current seams. For fluke, drift the sandy shallows parallel to the island with a bucktail tipped with a Gulp strip. Tautog respond to green crab on the jetty rocks on a slow retrieve. Water temperature is the key trigger — once surface temps push into the mid-50s, fish start showing, and the bite intensifies as it climbs toward the low 60s.
